Authorized by the government, CCCMC started in 1994 to call for bids on export commodity quotas and to offer coordination service to the export of the bidding commodities.
CCCMC studies policies related to the quota bidding, coordinates exports of the bidding commodities bidding, organizes bidding for the export commodity quotas, runs daily management of the quotas, such as charging the bid winning fee, distributing license certificates, handling quota transfers, and conducting services aiming to promote export of the bidding commodities.
Currently the bidding commcdities under CCCMC's management include magnesia, fluorspar, talc, and silicon carbide. Commodities quotas of which ask for usage with compensation are alumina and artificial corundum.
